retoor a66f2df958 Require dpp_template yes/no and dpp_reason on every DEVELOPMENT_FLOW lesson 
Mandatory fold-in fields on the shared lesson format; backfill L-01..12
and the format example from the current dptemplate fold-in and CONFLICTS.

retoor e710ed3983 Reformat DEVELOPMENT_FLOW.md as multi-agent DPP lesson log 
Preserve every storage, env, docker, env-file, serving, gallery, test,
git, code, docs, and handover rule as dated muse-spark entries. Add the
shared lesson format and a grok-bot entry for this rewrite.
