Install / run xfwl4 session

Derived from migration conclusion and checklist conclusion.

1. Install: distro package with xfce44 + xfwl4 preview tarball (see distro-packaging-dual-session).
2. Keep X11 session installed (dual-session, no X11 removal).
3. Validate: session/xfwl4-session.sh --check, then --dry-run.
4. Acceptance: readiness gates in 00-checklist; blocker = xdg-session-management restore.
