  Initial tagged version of PackFS: a statically linked, in-process virtual
  file system for C, implementing concept.md (mem/dir/pack backends, a
  copy-on-write overlay with journal and compaction, path containment,
  pack integrity validation) plus project scaffolding (README, LICENSE,
  CONTRIBUTING, CHANGELOG, SECURITY, Gitea Actions CI).

  Pre-1.0 per semver's own definition: the public API may still change
  between minor versions without a major bump, consistent with this
  project's own "v0, initial and partial, not complete" status.

  Hosted on Gitea, not GitHub.
