Remove BELGIUM_MAX_POWER_PER_PHASE (#144)
This commit removes BELGIUM_MAX_POWER_PER_PHASE and uses ACTUAL_TRESHOLD_ELECTRICITY as this has same regex. So useless to keep the BELIUM variant.
